[解析]：

基本來說，會接不完整句的東西有兩個：關代以及what。

差別在於：關代前面要有N當先行詞，what則不可以有先行詞。

你這題的all就等於當先行詞了，類似例子如下：

ex. All [that you should do] is study hard.
    = [What you should do] is study hard.
    第一個中括弧句是形容詞子句，修飾前面先行詞all。
    第二個中括弧句是名詞子句，當整句話的主詞。

: 疑問:答案:A，直覺想選一個關代可以連結前後兩個句子，which is smart enough.....

[解析]：
剛剛有說過，關代前面要有先行詞，你這裡沒有，所以which基本上就是要槓掉。

如果你想選what，代表是名詞子句；

名詞子句必須要當整個句子的S/O/C，這裡的what並不是這樣的句構。

所以這裡的one純粹當代名詞來看，你可以把這裡的句子當作是「分詞構句」的簡化：

本來是：

A new kind of electrical meter will be installed in this city,
a new kind of electrical meter is the one smart enough to~~~

兩個句子沒有連接詞使用分詞構句（這部分文法很多人跟我不同，請勿戰）：
1) 去掉同主詞
2) 動詞改成Ving
3) 若Ving為being，則可以省略。

經過步驟1)、2)、3)，就變成了題目的樣子：

A new kind of electrical meter will be installed in this city,
the one smart enough to~~~

題目雖然one前面沒有the，不過其實有限定，the加比較好。

: 疑問:答案C，請問A為何不行呢？
[解析]

*. ...the N + 關代 + S + V...介詞
    = ...the N + 介詞 + 關代 + S + V...

    = She is the woman [with whom I work].

所以你本來的句子是：

Mr. Lee is a(這裡應該你筆誤，要有冠詞) computer expert [whom we can rely on].
--> Mr. Lee is a computer expert [on whom we can rely].

: 4.we found _____ in the car for one more person.
: a. it to be a lot of rooms
: b. there was to many rooms
: C. there was plenty of rooms
: d. there to be room
: 疑問:答案D，A為何不行?

這裡的文法比較有趣，不過我講直接的簡單解法。

room  cn. 房間
      un. 空間

你這題是表示空間，所以room不可以加s。只能選d. there to be room。
