我覺得這是因為allocate和distribute的『中文定義』不夠清楚，因此很多人都只是把兩
個字同樣背成「分配」，卻沒有弄清楚這兩者真正的英文意思和不同處。
根據Longman字典，distribute的英英釋義如下：

1 to share things among a group of people, especially in a planned way.
2 to supply goods to shops and companies so that they can sell them.
3 to spread something over a large area。
因此可以說，distribute主要指在一定的範圍內的人們中『分發、分享』東西、物品等或
是『提供』物品給商店、公司作為販售之用。
而allocate的英英釋義根據Longman是：
http://www.ldoceonline.com/dictionary/allocate
to use something for a particular purpose, give something to a particular
person etc, especially after an official decision has been made.
例：the importance of allocating resources to local communities.
因此跟distribute不一樣，allocate是指某單位、政府、企業等等為了『特定的用途、目
地』而『分配 ；撥用』物資/資金/時間給特定的某人、某專案、某事等。
Webster對allocate的英英定義也有強調「為了特定的目地、用途」：
to apportion for a specific purpose or to particular persons or things
而題目有特別提到這筆錢是用來給「the implementation of a new pension plan」，
符合特定的用途、目地，因此，allocate會是最適合這題的正解。
之前看過台灣大學碩士招考某年的考古題，在克漏字也有考過presume和assume讓人來選。
在中文，很多字典都是翻成同樣的「假定」，但如果查英英辭典，這兩個字還是
不同的。
