多益的文法問題，應該是問比較句型，看了解答後仍然有疑問。

我在多益閱讀的測驗題如下:

The quieter the workers are, the ---- suspicious the overseer becomes of what
they are planning.

a.most
b.many
c.more
d.much

答案是c.more 請問如何判定為c,我是選a另，這是什麼句型，為什麼are後面有逗點，這
是倒裝句嗎?? 一個句子有兩個the也讓我很疑惑。麻煩請回答，謝謝。
