[題目] 一題文法題

題目：
    Businesses on Ellory Avenue _____ early yesterday to allow work crews to
repave the street.

(A) are closed
(B) to close
(C) closing
(D) closed

疑問：
    答案是(D)，但我的其實是(A)、(D)在選擇，想請問為何不是(A)呢？
