[北美][H1B ] H1B Transfer (cap-exempt)

想請教一下，以下問題：

1. H1B Transfer for a cap-exempt employer有Premium Processing嗎？

2. 如果沒有走Premium Processing:
  - 原則上H1B丟出後我就可以去新機構工作了。我和新雇主同意9月初上工。
  - 但如果Transfer被拒怎辦? 我立即失去身份？
  - 我現在的H1B是到明年5月失效，那我還可以在原機構上班嗎？

3. Transfer被拒的機率高嗎？現在和之後的機構都是R1的大學。

新雇主說要幫我做H1B porting，然後他給文件上有寫以下，這不算transfer嗎?

Portability
While it is true that H-1B petitions are employer-specific, they are also
"portable" in that an individual already in H-1B status may transfer to a
new employer as soon as the new employer's H-1B petition is received by
USCIS. The beneficiary need not wait for USCIS approval. This can
facilitate a quicker transition to a new position of employment for
certain foreign nationals.
