每次開啟 Intel HD 圖形控制台都會出現錯誤無法開啟

驅動程式重裝了也一樣，不知道大家有沒有解決辦法?
CPU: Intel Core i7-4700MQ
OS: Windows 7
Intel 顯卡驅動版本: 9.18.10.3293
筆電: Toshiba R-30
有嘗試升級顯卡驅動，但都會當機不穩定，只有 9.x 版是穩定的，所以無法更新
不知道有沒有別的方法開啟 Intel 控制面板?
