以超過一定數量之水球或信件，妨礙他人正常使用。
行為人因故意或過失，連續寄送十九封站內信與本人，
客觀上已達一般人難以忍受之範圍，復觀信件內容，
為針對同一使用者之大量板務違規檢舉，
行為人尚有合併一封信件之手段能達成相同目的，
而捨之選擇以寄送多篇信件方式為之，
行為人對於該結果已有認識，難脫卻相關責任，故檢舉之。
