In September 1940, Japan decided to cut China's only land line to the outside
world by seizing Indochina, which was controlled at the time by Vichy France.
Japanese forces broke their agreement with the Vichy administration and
fighting broke out, ending in a Japanese victory. On 27 September Japan
signed a military alliance with Germany and Italy, becoming one of the three
Axis Powers. In practice, there was little coordination between Japan and
Germany until 1944, by which time the U.S. was deciphering their secret
diplomatic correspondence.

In early 1940, troops of the Imperial Japanese Army (IJA) moved to seize
Longzhou in south Guangxi, where the eastern branch of the railroad from
Hanoi reaches the border, and also tried to move west to cut the rail line to
Kunming. Chinese resistance, supplied from Indochina, was tough.

Then on 22 June 1940, France signed an armistice with Germany, Japan's Axis
ally. This established the neutral but under Axis influence Vichy France
government in the unoccupied part of France. Vichy France also controlled at
that time most French overseas possessions, including Indochina.

The IJA captured Longzhou, closing one route, but the rail line to Yunnan was
still open. Japanese aerial bombing did not close it.

Japan pressured the Vichy government to close the railway, but the French did
not agree.

Catroux, who had first asked for British support, had no source of military
assistance from outside France, stopped the trade to China to avoid further
provoking the Japanese. A Japanese verification group, headed by Issaku
Nishimura entered Indochina on June 25.

So what the Japanese do is, in order to win this victory in China, they want
to cut off the shipment of arms from the West, from the United States and
also via the Northern Vietnamese route or the Northern Burmese route. So
Japan puts pressure on Great Britain to close the so-called Burma Road, also
puts pressure on the French authorities in Vietnam to let the Japanese stay
there, basically, essentially, occupying Northern Indochina, and making sure
that no shipment went from Indochina into China.

In 1940, Japan had complete control of China’s coastal ports and cut off
supplies by sea transport of the Chinese government. To further cut China’s
arms supply lines and forced the Chinese out of the war, Japan invaded French
Indochina in order to cut off supply routes from there to China.
