伺服器沒開，所以先來翻一些背景設定的東西。

這個世界設定看起來有點毛，但是看到反派陣營設定的時候，不得不佩服能寫出這種
黑色幽默的作者。
以下都是我流翻譯，不完全依照原文，意思不會跑掉太多就是了。


之前版上的簡介文有提到，AW的各式裝甲載具不是以原產國家區分，而是以武器供應商
(dealer)分成不同陣營。目前開放兩位供應商，Woelfi和Shiskin，開發組已經承諾未來
會將瑞典、南韓、捷克等國家的載具放到第三供應商的旗下，這個供應商的設定幫製作組
省了不少麻煩(對照WOT)，而且還可以和背景故事做一些連結。

At the beginning of the 21st century, few could imagine the conflagration
sparked by a myriad of local flashpoints spanning every corner of the globe.
Europe was overwhelmed by refugees, tens of millions fleeing from conflicts
fueled by anger, greed and years of financial crisis and stagnation which
started in the least stable regions and inexorably spread.
21世紀初，沒有多少人能想像全球各處深陷於無數小型衝突熱點構成的巨災中。歐洲被難
民浪潮淹沒，憤怒、貪婪、長期金融危機與經濟停滯導致全球最不穩定地區爆發衝突，難
民自這些區域逃出，且無可遏止的向外散播。


Greece's final complete economic collapse triggered a chain reaction that
threw Europe into chaos. Bulgaria took the worst of it – as the Bulgarian
Greek-owned banks collapsed with Greece. The entire region was swept into a
maelstrom of havoc, ruining countless lives and destroying any semblance of a
status quo, but providing opportunities for those unscrupulous enough to
exploit the situation. The remnants of the European Union were paralyzed by
the growing gap between the governments and their people, and violent
anti-government protests became commonplace, giving birth to numerous
anarchist movements. Weapon caches from the crumbling governments of the
third-world became the armories of the insurgencies.
希臘經濟全面崩潰，其後的連鎖反應讓歐洲陷入渾沌。受災最重的國家是保加利亞，
國內的希臘銀行與母國金融一起崩潰。巴爾幹地區因此陷入全面混亂，使無數人民的日常

In the Middle East, the Syrian crisis spilled into the entire region,
shattering Syria into multiple warring regions with Kurdish militias
attempting to carve their own territories out of the chaos, frequently
clashing with Turkish forces in a conflict that rapidly became a full-blown
civil war.
在中東，敘利亞戰火蔓延全區，敘利亞被分裂為數個互相交戰的政權，意圖建立
自主領土的庫德民兵不時與土耳其軍交火，隨即演變為政權間的全面內鬥。

As Europe reeled from these blows, the newly elected American president
decided to turn towards isolationism by bringing home most of the troops
serving abroad, fearing “another Iraq” would happen if the American
soldiers were further involved in the Middle East. This was supported by new
technologies that allowed the USA to be energy independent. The new American
strategy of providing military support to U.S.-friendly countries relied
heavily on the use of American-backed PMC’s, as demonstrated by the 2018 War
of the Precipice between Israel and its neighbors. This strategy had major
repercussions, leading to the loss of direct influence in many parts of the
world, especially South America. This in turn led to the rise of the Alianza
de Sangre, a multi-national criminal drug cartel that gradually gained direct
control over a large part of Mexico and Central America. The cartel funded
guerrillas all across South America, starting multiple civil wars and
profiting immensely from the turmoil. South American governments were
powerless to stop this well-funded criminal organization without assistance,
and lawlessness south of the American border gave rise to many American
nationalist militias that gradually gained influence across the South.
當歐洲深陷於這些危機，新上任的美國總統決定自海外撤回美軍，改採孤立主義外交
路線。自中東撤軍的考量是防止出現另一個伊拉克式的戰場，且新科技使美國得以能源自
給，在中東駐軍的動力進一步下降。
美國支援盟邦的新戰略是仰賴美軍支援的私人軍事企業(PMC)，一如2018年以阿戰爭中的
情形。這種戰略直接導致美國在世界各地的影響力降低，特別是拉丁美洲。新戰略導致
一名跨國毒梟Alianza de Sangre崛起，此人資助南美各地的游擊隊，挑起多場內戰，

Asia's largest superpower, China, entered the late 2010's with a series of
economic spasms caused by currency fluctuations, oil shortages and increased
separatist tendencies in several of its regions. China put policies in place
that bordered on martial law, with extensive crackdowns and brutal methods of
control, and managed to keep the situation in hand, but just barely.
亞洲強權中國自21世紀10年代後期苦於經濟硬著陸、原油短缺以及許多省分的獨立運動。
中國藉由戒嚴、嚴厲鎮壓以及強化維穩政策應對，但其結果只是勉強掌控局勢而已。

In Europe, NATO, now in decline, was put to test for the first time in years
as nationalist guerrillas appeared in Estonia. The entire Baltic region
plummeted into conflict and the chronically underfunded NATO was petitioned
to respond. Due to the lack of resources, lack of American backing and fear
of starting another global war, armed response was vetoed and NATO for all
intents and purposes ceased to exist as an effective structure by 2020.
衰退中的NATO終於在愛沙尼亞受到長久以來的第一次軍事挑戰，對象是當地的民族
主義游擊隊。波羅的海區域陷入混戰，政府請求已經一窮二白的NATO武力應對。

The global tensions also spurred violence on the Indian-Pakistani border.
Amidst the chaos, five nuclear warheads were stolen from the Pakistani
complex at Khushab and one of them was detonated in the Indian city of
Hyderabad, leading to the death of millions and to staggering economic
losses. The world held its breath, waiting for someone to step forward and
announce they were responsible for the attack. This announcement never
happened, and the unexplained, senseless violence of this heinous crime
served as the final wake-up call for the nations to act.
全球緊張也使印巴邊境出現武力衝突。巴基斯坦儲存於庫沙布的核彈頭被竊取了五枚，
其中一枚在印度中部的海德拉巴市引爆，造成數百萬人死亡與經濟損失。全球屏息期待
有任何組織出面承認犯案，但上述情景並未發生，這種毫無理性的暴力行為終於使全球
起而應對。

Weakened by insurgency and internal strife, the world’s powers – China, the
European Union, Russia and the United States, came together to discuss how to
fight the new multi-national threats. After extensive negotiations, a treaty
was signed that would change the world forever.

安理會五大常任理事國召會研討如何應對新的跨國威脅，在漫長討論後，簽署了一份將永
遠改變世界局勢的約。

The treaty stipulated that the internal affairs of all the countries
participating in the talks would be left to their own militaries, but major
threats to entire regions or continents would be handled by a newly formed
independent international body: the International Security Department. The
ISD would use Private Military Companies, freely formed according to the
principle of exterritoriality. The ISD would dictate the operations of the PMC
’s but in return would support them both logistically and politically. Each
PMC would be established with its own rules (ranging from ragtag bands of
mercenaries to private armies equipped with modern weaponry) but they all
would have to adhere to the ISD code, lest they become branded as renegades
and prosecuted (de facto by other PMCs).
條約中規範，各國軍隊將處理本國內的威脅，至於跨國威脅則由新成立的國際組織處理─
國際安全部(International Security Department, ISD)，ISD將自由運用PMC，並給予
豁免權；完全控制PMC行動，但提供政治與後勤的支援。每間PMC公司將依自己的組織章程

The size of the PMC’s could vary from small bands of mercenaries to entire
brigades or divisions and their equipment was just as varied – from
antiquated vehicles mothballed even by third world militaries to cutting edge
machines, purchased from those arms dealers approved by the ISD. For these
dealers the contract with the ISD was very beneficial: for their promise not
to supply anyone considered to be the enemy of the ISD, the authorities
tended to look the other way when it came to the means the dealers employed
when “acquiring” their stock. The most successful of these dealers signed
exclusive contracts with the largest private forces, making them some of the
richest men and women on Earth.
PMC的規模從小型傭兵團到師／旅級不等，ISD特許供應商賣給他們的裝備也從第三世界的

Unfortunately this system brought its own pitfalls with it. Cases of
mercenary units going rogue or switching sides were not uncommon, and for
years it took the combined might of the ISD and the loyalists to crush such
rebels completely and to make examples of them. Nevertheless, the system has
proven effective and by early 2030’s the PMC’s were already the dominant
and, in reality, only force capable of dealing with major crises in contested
regions.

As we approach the middle of the 21st century it is no longer in question,
the world is on fire. The combined strength of the loyal PMC’s is now the
only hope for keeping the earth from returning to another dark age. Whether
they will be successful remains to be seen...

人民解放運動 (Peoples' Liberation Movement, PLM)


With its roots in the anti-consumerist and anti-capitalist movements of the
early 2010s, the PLM started small, but its message resonated across the
globe; with economies crumbling and a growing number of poor and unemployed
worldwide, the inequality between the impoverished and the elite would no
longer stand. Despite meriting little consideration at first from the
billionaires and corporations they opposed, the group persisted and soon
became a global movement.
PLM自2010年代的反消費主義、反資本主義運動發跡，雖然規模一開始很小，但他們的訴求
隨即在全球受到廣泛響應，原因是全球經濟停滯、貧窮人民數量增長、貧富差距擴大到

These activist groups’ outstanding growth was largely attributed to the
clever utilization of the Internet. Savvy activists took to message boards,
forums, and social media sites in order to convince like-minded individuals
to join their cause, planning protests and demonstrations to spread their
message. Though these organized events were at first peaceful, they became
increasingly violent, and began to be met with militant force by local law
enforcement, sometimes to terrifying consequences. Rather than being cowed by
the resistance, however, the activists fought back, growing more
sophisticated in terms of their organization. One of the results was that it
led to a subset of extreme activist cells.
社運團體的驚人成長主要歸功於成功使用網路。機智的社運人士藉由留言板、論壇與

Of all of these splinter groups, one in particular, Project Havoc, seemed to
have the greatest resonance and organization. They arranged a number of
simultaneous guerrilla sit-ins and demonstrations at some of the world’s
greatest financial centers. Many of these demonstrations turned violent, and
a number of Project Havoc members were arrested. A number of governments
began to monitor social media and private electronic communications in order
to target the suspected leaders. This, in turn, sparked more demonstrations
and riots, generating further animosity and increased force on all sides.
What was once a group that was capable of only very loosely organizing riots
became a threatening organization capable of staging all-out military
operations.
在子集團中，浩劫計畫(Project Havoc)是受到最多響應，組織最完善者。PJ在世界金融
中心組織了同步發動的靜坐抗議與示威，其中許多場次以暴力收尾，不少PJ成員被逮捕。

Armed with experience and a passionately skeptical world view, the former
leaders of Project Havoc came together to form the Project Liberty Militia.
Using similar tactics to the ones they had previously employed in order to
find more members, the group continued to seek out individuals who would echo
and rebroadcast their message. They spoke about the villainy of the corporate
state, about massive student debt in North America, chronic unemployment and
under-employment, bankruptcy due to medical bills, lack of access to the
health system, and the dangers of unchecked security and surveillance by a
neofeudal oligarchy.
PJ那些具備經驗與融合熱情/懷疑論世界觀的領導者共組了自由計畫民兵(Project Liberty
Militia, PLM)，採用過去的招募戰術在全世界尋找與理念共鳴且願意再次傳播出去的同志。
他們強烈譴責統合主義國家、北美學子必須擔負的高額學貸、超高失業率、碩士22K、健保
破產、缺乏醫療照護以及新聯邦寡頭政府以國家安全為名任意監控人民。

The PLM is made up of a loosely connected group of militant activists, their
numbers drawn from a deep pool of bright-eyed masses who operate with a
dangerous notion of righteousness. While many come from poor or impoverished
regions where there is little wealth to begin with, others are
university-educated and fired up to change the world by whatever means
necessary. As many of their members had no work, no options, and no future
before turning to the PLM, it has given them a fierce sense of purpose.
PLM是由組織鬆散的民兵團體組成的。成員從熱情群眾中招募，人人懷抱危險的正義觀。

The individuals who have been recruited into this movement have little
military background if any at all, and even fewer are those have ever seen
live combat, making them primarily a civilian army. Their soldiers are put
through a slapdash basic training program where they a taught a handful of
by-rote battle drills. Conversely, the PLM leaders are masters at the social
and propaganda side of hybrid warfare, who believe that more damage can be
done by a well-placed document or video than a regiment of soldiers. This
does not mean the organization shies away from military operations; merely
that, unlike some other enemy organizations, the PLM masterminds understand
that there are more ways to defeat an opponent than just rifles and tanks.
加入此運動的人若非全無軍事背景，就是只有一點點經驗，實際上過戰場者更是鳳毛麟角
，本質上就是鄉民軍團。基層士兵只接受過極為粗劣的訓練，內容只是死背單兵基本戰鬥
教練而已。然而PLM的領導者卻是操作社群與文宣戰的專家，他們相信一支影片或一個懶
人包能造成的破壞比一個團的軍隊更多。但這不代表PLM完全放棄戰鬥，只是他們的首腦
部比其他敵對組織更清楚，在步槍與戰車以外有更多方式可以擊敗敵人。

愛國行動國民兵(National Patriot Activist Army, NPAA)



The National Patriot Activist Army (NPAA) is a faction that runs the length
of the dusty and harsh terrain that forms the United States’ border with
Mexico. This desert of desolation serves as the birthplace of an armed
militia born out of the survivalist, anti-government, anti-tax, anti-vaxx,
paramilitary cultures of the 2000s. Originally a loose association of
similar-minded groups that ran from California to Texas, they were slowly
drawn in by the magnetic personality of James Todd "JT" Litteral, a US Army
veteran who had served in Iraq and Afghanistan, and then as a private
security contractor in the Middle East.
NPAA是從美墨邊境發跡的，當地嚴酷的自然環境和民風導致21世紀初出現一波自力更生
、反政府、反納稅、反疫苗的民兵文化。參加過伊拉克、阿富汗還做過PMC的美國退伍軍人

Once Litteral finished his last tour and returned to his hometown of Nogales,
Arizona, he was stunned and appalled by what he saw. An unending stream of
undocumented migrants, many of them young, all of them poor, pouring across
the border. A river of illegal drugs snaking up from the south and spreading
like a thousand tributaries across the United States. An unending flood of
crime: weapons trafficking, auto-theft rings, kidnappings, murder. And the
thinnest of barriers embodied by the Border Patrol services – a group that
was understaffed, overworked, and completely overwhelmed. Not to mention
incompetently directed by their paymasters back in Washington.
JT老兄回到亞利桑那老家的時候，被眼前的景象嚇傻了。年輕貧窮的非法移民成千上萬的
越過邊界，流竄到美國各地；毒品浪潮也席捲全美，還包含無止盡的犯罪狂潮─武器走私
、偷車、綁架與謀殺。邊界警察人力不足、血汗血尿還被華盛頓官僚扯後腿，根本無力阻
止。


“Light up the night!”

It didn’t take Litteral long to hook up with a “Light Up the Night”
 volunteer force. This group, made up primarily of veterans and some
impassioned locals, drove around in modified pick-up trucks and SUVs,
storming the desert hills, canyons, and arroyos that run the length of the
border. Dressed in camo, they patrolled the scrublands, loaded down with
radios, portable searchlights, and high-powered rifles and handguns. Litteral
’s charismatic personality and never-ending stream of war stories drew
like-minded folks around him, and many saw him as a natural leader.
Eventually, Litteral invited the most radical and aggressive to join him in
forming an armed militia, the National Patriot Activist Army.
JT很快決定組織「舉火夜巡(Light up the night)」義勇隊。這個組織由退伍軍人與

“Our homeland strong and free.”

The NPAA’s core belief is to defend their country against all enemies,
foreign and domestic -- anyone they feel that threatens their way of life.
They also refuse to follow any orders or laws they perceive as
unconstitutional, which they consider “acts of war” or “treason” against
their fellow countrymen by the government itself.
NPAA的核心信仰是對抗國內外的「敵人」─也就是威脅生活方式的任何人。他們拒絕
服從被認定為違憲的從法律或命令，將政府視為(對內)發動戰爭與叛國的根源。

The NPAA has clashed with federal police, as well as local law enforcement,
and even the National Guard. Sometimes these conflicts are due to unfortunate
circumstances, accidents, and ignorance, while at other times the NPAA steps
in forcefully when the government lackeys aren’t doing their job. The NPAA
claims that they never act unlawfully, although they do admit that members
can get overzealous in their duty. The NPAA has had its share of
controversies and scandals. Some migrants have reported being abused or
assaulted or robbed by the NPAA. Local citizens have had encounters ranging
from unpleasant run-ins on the highway late at night, to seeing militia
members storming across through their property, to being physically
threatened, attacked, or even having property seized or stolen. There have
been a few notable militia members accused of: conspiring to kidnap members
of the government; murder; theft and robbery; and domestic terrorism
offences. In all cases, the NPAA has immediately distanced itself from these
members, and claimed them as “rabid dogs, acting on their own.”

“Semper Vigilante.”

Yet each of these stories helped Litteral’s infamy grow, and in so doing,
extended his reach. Littteral used social media and the web, particularly
forums and video- and image- sharing sites, to find people who shared his
views all over the country. And from there, his message connected with and
spread to similarly minded right-wing groups around the world, most notably
in Europe, Turkey, South Africa, Australia, and New Zealand. Some of those
contacts share similar ideas of how the world should be run, and others are
convenient partners for some of the other activities the group has been known
to get into.
雖然這些故事彰顯JT的惡名，卻也把他的存在傳播出去。JT利用社群網站(特別是論壇

Although their permanent numbers are small, the NPAA keeps a list of
like-minded patriots scattered around the country, some loners, but many in
small groups in border towns, trailer parks, or partially-nomadic biker
gangs. When the call goes out, they can often increase the number of boots on
the ground by five or ten times. They don’t have the intense training,
smarts, or agile response as a NATO unit, nor the discipline of Warsaw Pact
militaries, and thus as a rule, their preference (or only option) is to fight
as irregulars, with guerrilla warfare tactics. Thus they can be very tough on
their home turf, where they know the lay of the land and have the support of
locals and an ability to blend into the background.
即使永久成員的數量不多，NPAA在全美都有同情者，有些是孤狼但多數是各地的八嘎囧
團體，只要烙人就可以瞬間變出五倍或十倍人。他們並沒有NATO軍隊的密集訓練、聰明
才智或是快速反應能力，也欠缺華約軍隊的紀錄。所以這些人的唯一選項就是採取
游擊戰術執行非正規戰鬥，因此他們在家鄉可以非常有戰力，熟悉地形、有民眾支持且
隨時可以混入一般人中。

JT Litteral remains firmly in control of the core group, and their central
message. His definition of “illegals” has expanded to include anyone who
does not fit his vision of a “patriotic American.” Simultaneously, his
paranoia and fear of the government and their agents has grown in leaps and
bounds. He is convinced that he and his followers must prevent America from
becoming a nation of helpless cowards, taken advantage of by foreigners and
illegals, or worse by a tyrannical government (that has bowed to the pressure
or been bribed and sold-out to foreign interests). He considers himself a man
on a mission, and no one will stop him from getting his message out.
JT始終緊密控制核心團體與中心理念。他認定的「非法者」範圍延伸到與他心目中的
「愛國美國人」不符的任何人。同時，他的被害妄想與對政府特務的恐懼急速成長。
他相信他與同志必須阻止美國成為一個充滿懦夫、被外國人與非法移民欺負，或是更糟
─被一個屈服於外國壓力或是受賄的暴君政府統治。他相信自己是有使命的人，誰也
不能阻止他散播訊息。


外國鄉民：所以這就是川普嘛。
