[請問] 關於信用卡刷退

上個月在國外網站刷退
今天還沒收到刷退的金額
剛剛又上去問了一次

他回復我這一段訊息

Thank you. My system shows that we issue a refund for TWD 3741.04 on
03-03-2018. Refunds issued within 24 hours of the charge will remain in a
pending status. Please contact your bank/credit card company for the release
date.

我不能理解的是
最後一句的
release date

請問這個release date是指什麼時候?
是代表我現在就能聯絡發卡銀行跟銀行說他們早就已經刷退了
所以現在是卡在銀行這樣嗎?
