[問題] 信用狀效期過了不能修改只能reopening?

大家好，我目前信用狀遇到了以下問題請大家幫忙..><..

之前因品質的問題被退貨，

因不確定何時能出貨，所以一直沒有去改信用狀

現在出貨的同時請客人改信用狀，

客人回覆效期已過不能再修改。

以下為客人回覆的信件

A prolongation of the LC is not possible, because the date of expiry has
ended.

So we have two possibilities:

1)      Opening of a new LC
(costs taken by your company)

2)      Reopening the “old” LC without amendment.
By receiving documents our bank will ask if we agree in payment.
Be sure we do for we are very interested in receiving the baths.
But you must know that there is no more  payment security of the LC only a
manual handling.

關於第二點不是很了解，"Reopening the old LC"

這句不了解"no more payment security of the LC only a manual handling"

請大家幫忙解惑@@'客人是想表達什麼?

1.是他收到貨還是會放款，但要扣手續費??

2.LC已失效，只拿的到手工操作後的款項??

若要重開LC又要一筆費用，這張訂單來回運費及重工就花了不少錢，

是否有什麼可以解套的方法?拜託大家了~~
