[字彙] spousal equivalent

Does anyone know what "spousal equivalent" means?

Does it mean husband or wife's relatives?

Or, does it mean someone who is like your husband or wife but you two do not
have marriage bond?

When two people (either opposite sex or same sex) live together,
have a romantic relationship, but don’t have marriage license,
they're spousal equivalents.
