那個 two at-large votes 有解了。昨天的憲法課就提到了^^
緬因州和內布拉斯加州的選舉人票，是先讓相對多數的最高票候選人拿走
２票（這兩票就是所謂的 at-large votes），然後剩下來的票再依普選
票去依比例分配給各個候選人。

呵，我剛好也在看ＣＮＮ網站啊^^ 我有看到這段。
基本上要了解這些名詞，要了解美國的總統選舉制度先。第一段的 two
at-large votes 不太曉得，不過 at-large 有不受拘束的意思。我猜是可能
是有兩票選舉人團票可以自由給吧...(not sure)，而其他的票要依照國會的
區域分配，因為這次美國參眾議院也改選了，所以跟這個有關，但實際翻譯
我也不確定。
不過後面那段我就曉得了，現今的各州制度是勝者全拿 (winner-takes-all)
，也就是說那個黨在那個州的普選票得到最高票就能拿到這個州的全部選舉
人團票。不過這樣的制度是有爭議的，尤其是在五五波的時候，所以有人建
議修改成依照普選票的比例分配選舉人團票才好，這次 Colorado 州的選舉
一併徵求人民意見，看是否要改成新的制度，不過他們也才９票而已...XD
段落裡的 tied to 是指「與整州全部普選票」比例分配的 approach 相關的
意思，只是連接詞，那個 one 代替前面的 approach。
