Is this a sentence from local media?
The obvious problem with this sentence is the ambiguous reference of the
pronoun "it".
It may refer to 3 things here-- highway, highway bureau and Haitang.
better this way:
The president said that he was perplexed as to why the highway
bureau failed to take any precautions ahead of Haitang in
the wake of the flooding only last month.
