這種stake的用法現在越來越常見 有一個常用的字--stakeholder，利益相關者
泛指所有利益會受到討論主題影響的當事人，
例如 the stakeholders of a company include the employers, the employees,
     the shareholders, and those who need the company's products and services.

這樣來看這一句，我覺得應該是

他們應該定下實際的目標，並設法取得與計畫利益相關的團體的支持。

說實在的 利益相關還是有點拗口 但是一直想不到更好的說法
