摘 要
由於近年來農舍興起，購買農地興建農舍，只要符合相關建築法令規定，即可依法申請興
建農舍，使得農舍成為不動產市場上的新興產品，也讓建築投資開發業者開始覬覦這塊大
餅。較檢視「購買農地興建農舍過程」，並以屏東縣之屏東市、長治、內埔地區之農舍為
探討對象，分析消費者購買農地興建農舍之動機以及貸款和法令之規定。本文獲致如下四
點結論：（一）購買農地興建農舍的動機，皆與周圍生活情境有高度的關連；且其考量屬
性因素，以「老年安養醫療問題」之考量最為特別。（二）購買農地興建農舍過程中，其
消費者參與程度越高，對於農舍興建完工後滿意程度越高。（三）農舍不以貸款為操作方
式與一般住宅不同處；對於想要貸款之消費者，其農舍合法與否相當重要。（四）消費者
對於購買農地興建農舍相關法令，皆有基本了解，深入之法令會尋求不動產專業人士代為
處理；且消費者認為修正後之農業發展條例，其立法過於瑣碎，實際操作上有困難，建議
應放寬腳步，跟著社會脈動改善。

farmhouse, the more buyers join in it, the more they satisfy. 3農舍不以貸款為
操作方式與一般住宅不同處It is very important that whether the farmhouse is
legal or not to those who pay the cost by loan. 4 The consumers all have the
basic knowledge of purchasing the farm and farmhouse. They will seek help
from the professional people. 且消費者認為修正後之農業發展條例，其立法過於瑣碎
，實際操作上有困難，建議應放寬腳步，跟著社會脈動改善。
